The Board of Trustees is comprised of nine members, seven of whom are appointed by the mayor for a term of five years. Reappointment may be made by the mayor in office at the beginning of next term. The Mayor or an alternate and the Superintendent of Schools or an alternate are always two of the nine members.

Library policy is made by the Board of Trustees. The Board of Trustees adopts the annual operating budget, based on the municipal appropriation and other revenues.
